The implementation scoreboard looks quite dynamic – in most EU member states implementation started with the (joint) translation of the agreement, followed by dissemination actions such as awareness-raising campaigns involving, in most Member States, websites, brochures, guides and training schemes.
Many countries already have a regulatory and/or contractual framework in place, either as part of an overall health and safety protection policy or as a policy specifically targeted on the issue, upon which they build domestic measures to implement the European framework agreement.
In most EU Member States, joint actions in the form of declarations, projects and discussions in bipartite and tripartite bodies seem to be an additional step in the launching of negotiations. In at least 10 Member States negotiations have started at interprofessional and/or sectoral level. Furthermore, (sectoral) collective agreements have already been signed or updates of existing collective agreements on the basis of the EU framework agreement have been prepared.
